Bulletin Information:

This position is located at the Port Authority Technical Center but may require travel to all Port Authority facilities.

The selected candidate will be required to pass a Federal Security Background check and obtain SIDA badges for Aviation Facilities

The goal of Agency Safety Management is to preserve the Port Authority's human, physical and economic assets in alignment with the agency's mission to meet critical transportation infrastructure needs of the bistate region's people, businesses, and visitors. Agency Safety Management leads safety in the agency by championing Safety Management System (SMS) principles agency wide. Working collaboratively with the line and staff departments, Agency Safety Management staff maintain and develop safety, fire protection, occupational health and public health programs and policies using the structure of the four components of SMS‑ Safety Policy, Safety Risk Management, Safety Assurance, and Safety Promotion‑ to avoid, reduce and control operational and environmental losses, injuries, and illnesses.

Each of the safety programs and products we offer rely on the SMS management principles to deliver safety services to our patrons, tenants, and employees. Our programs and services range from fire safety for more than $30 billion dollars of property we own, to Owner Controlled Insurance Program construction safety reviews. In addition, we offer a full range of Occupational Health Programs for Port Authority and PATH employees.

Agency Safety Management responds to emergencies, investigate accidents and incidents, and support the operations of our Agency on a 24/7/365 basis.

Please note, Manager, Safety Assurance will be the working title. The official title reflected in the system will be Operations Manager, Occupational Health.

Responsibilities

Working closely with Operations Services and Staff and Line Departments, the successful candidate's responsibilities will include the following:

  • Provides leadership and oversight of the Occupational Safety/Health and Public Health units to ensure a safe and healthy work environment for our employees, contractors, tenants, and patrons we serve.
  • Oversee the Food Inspection/Tenant Construction Alteration Process (TCAP) to ensure the safety of our employees and the travelling public.
  • Establish performance objectives for staff and provide training, counseling, and assistance to staff in meeting those objectives.
  • Direct and oversee the Health and Safety Plan review process for new construction and tenant alteration projects for existing structures.
  • Direct and manage Operational Excellence initiative projects and activities assigning resources to maximize productivity and achieve project completion on time, within budget and exceptional customer experience.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Must have a bachelor’s degree in Health Sciences, Business Management, Communications, Finance or a related field from an accredited college or university.
  • Minimum seven (7) years’ experience of project management and/or contract administration experience.
  • Must possess a valid driver's license.

  • Ability to handle multiple concurrent issues, to delegate, and to follow through under the pressure of time constraints and changing demands/priorities.
  • Ability to communicate clearly, concisely, and persuasively.
  • Demonstrated experience with SAP, BudgetPRO, and the Microsoft Office Suite.

Responsibilities

Reporting to the Deputy General Manager, the selected candidate will be responsible for administering environmental stewardship programs and projects necessary to protect the interests of NYMT while assuring compliance with Federal, State, local and maritime environmental regulations as well as assist with the day-to-day operation of New York Marine Terminals. Responsibilities include, but are not limited to the following:

  • Act as facility representative/coordinator for the Environmental Stewardship Program for New York Marine Terminals.
  • Work with environmental stewardship team and other available resources (both internal and external to the PA) to develop new and practical ideas and practices to help prevent, or respond to, any environmental issues that could occur at NYMT facilities.
  • Provide technical and regulatory information to facility management, staff, and tenants on all environmental issues, ensuring proper notification is made to regulatory authorities in the event of environmental incidents and/or discharges and provide technical assistance and regulatory information to emergency responders and facility management during incidents and/or discharges.
  • Ensure environmental compliance by tenants as per leases and the Port Authority Marine Terminals Tariff FMC Schedule No. PA 10.
  • Acts as customer service point of contact for facility users and tenants.
  • Responsible for safety training and yearly evacuation drill coordination.
  • Conduct facility tours and provide information on facility activities to visitors as necessary.
  • Serve as back-up coordinator for public and private events (Special Events, Films and Photo Shoots) with facility management and other PANYNJ departments.
  • Act as the Facility Security Officer (FSO) or Alternate Facility Security Officer (AFSO).
  • Emergency responder liaison.
  • Facility Fire Protection & Life Safety liaison.
  • Security System liaison CCTV, radios, warning sirens, drill coordinator.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s degree from an accredited college or university.
  • Valid driver’s license.
  • Selected candidate will be required to pass a Federal Security Background check and obtain a Transportation Workers Identification Credential (TWIC) to work in a maritime environment as required by Department of Homeland Security.
  • Incumbent must undergo training to obtain Facility Security Officer Certification.
  • Demonstrated working knowledge of Microsoft Office Suite.
